2015 Texas Legislative Session – Passed Gun Bills
The following bills were passed this legislative session:
...Obama’s DOJ To Circumvent Congress With ‘More Than A Dozen’ New Gun Controls
Obama’s Department of Justice is working on “more than a dozen” new gun control regulations it plans to begin implementing apart from Congress. Some of the regulations are set to be put in place by November, others simply by the end of the Obama administration.

HB 910 by Rep. Larry Phillips (R-Sherman) was taken up in the House today to clean up differences between the House and Senate versions. This happened around 5:00 pm and it passed!
Half an hour later in the Senate, Sen. Craig Estes (R-Wichita Falls) was recognized by Lt. Governor Patrick to take up the conference committee report, same reason, to clean up differences between the Senate and House versions. Sen. Rodney Ellis seemed a bit surprised! You see he had threatened to filibuster the bill and talk it dead. That did not happen and minutes later, HB 910 by Phillips and Estes, is finally passed and headed for Abbott’s desk!
House Bill Would Require Gun Owners To Have Liability Insurance
House Democrat Rep. Carolyn Maloney (N.Y.) has introduced a bill that would require gun owners to carry liability insurance. The Firearm Risk Protection Act, unveiled Friday, would require gun buyers to have liability insurance coverage before being allowed to purchase a “weapon”, and would impose a fine of $10,000 if an owner is found not to have it.
If you believe their agenda is just about background checks, think again.

Deadline Looms for Open Carry Legislation in Texas!
Members who have fought long and hard for the passage of Open Carry legislation this session must continue to call their state Senator and state Representative and strongly urge them to adopt the conference committee report on HB 910 when it comes before them for consideration. Otherwise, the bill will die on Sunday if the legislative process is not complete. This is our last chance this session! Click the button below to take action now!
...5 Basic Safety Tips For Your Personal Firearm
Whether you’re interested in joining the armed forces, becoming a police officer, getting armed security guard certification, or are simply buying your first handgun for home protection and self-defense, the very first thing on your mind should be firearm safety. And while the military and police force will teach you how to properly handle your firearm, if you’re a civilian, or are hoping to become an armed guard, your weapons training is pretty much up to you.
...5 Tips for Shooting at Beginner Level
Not everybody grew up around firearm enthusiasts. Despite the wild antics you see in TV and movies, shooting a gun is not as easy as taking aim and pulling the trigger. Sharpshooters train their whole lives, practicing for hours with different weapons and ammunition, and firing at different targets from different ranges, to get themselves to where shooting is a natural skill. Shooting is an art, and learning to fire a weapon is no different from learning an instrument.
...How to Stop Anticipating When You Shoot
If you flinch or anticipate when you shoot, I’ve got some good news and some bad news.
The good news is the way to fix it is easy and scientifically proven to work. The bad news is that it’s not a quick fix and it’s gonna take some time!

UPS Will Not Ship Suppressors
On a daily basis, United Parcel Service (UPS) delivers over 15 million packages to 6.1 million customers in more than 220 countries and territories around the world. It now appears that those packages will no longer include firearm suppressors. According to the National Shooting Sports Foundation (NSSF), UPS recently made the decision to stop shipping suppressors, even between licensees. As of yet, UPS has not given a reason for its abrupt change in policy.
“NSSF is working with UPS executives to determine what prompted the enforcement of this unwarranted policy. We are unaware of any thefts or losses that would explain the shipping company’s sudden decision to enforce a prohibition against shipment,” stated the NSSF in a press release.
UPS has not yet made an official announcement regarding the policy change, but appears to have modified the section of its website that describes its firearms policy to reflect that firearm “mufflers” and silencers will no longer be shipped by the company.

Texas Open Carry Bill Sent To Senate Floor
A Senate committee on Monday approved an open-carry bill that had been stripped of a House amendment seeking to ban police stops to check for concealed handgun licenses.

Texas Lawmakers Debate Open Carry Monday
This legislative session opened looking like it would be the most firearms-friendly in years.
Republican Rep. Larry Phillips’ open carry bill will be considered Monday morning by the Senate State Affairs Committee.
Considering the Senate has already passed its own bill allowing so-called “open carry,” the House’s proposal suggests guns are poised to move back to the top of Texas lawmakers’ agendas. Phillips’ measure would allow licensed gun owners the right to open carry in most public places, sans businesses that have rules against it.
Gov. Greg Abbott and the Legislature’s strong Republican majority have pushed open carry as an important gun rights and self-defense measure. Most Democrats have opposed it, noting concerns from police in the state’s largest cities and gun control advocates about public safety.
Some in the state are even pushing for “constitutional carry” – a move that would allow anyone who legally owns a handgun to carry it openly. Last month Republican Rep. Jonathan Stickland offered an amendment for just that.

Texas Campus Carry Update
The Texas campus carry bill is caught up in a budget showdown between the Lieutenant Governor and the Speaker of the House. Lieutenant Governor Dan Patrick (pictured left) and Speaker Joe Straus (pictured right) disagree over where to cut taxes, and campus carry has become a hostage that each is using to try to force the other’s hand.
We need to POLITELY and PROFESSIONALLY let Lt. Gov. Patrick know we want him to do whatever it takes to ensure that Senator Birdwell’s campus carry language passes both chambers as either a standalone bill (SB 11) or an amendment to open carry (HB 910).
There are four ways you can help get our message to Lieutenant Governor Dan Patrick:
1. Call Lt. Gov. Patrick’s comment line: (512) 463-5342
2. Email Lt. Gov. Patrick: LTGConstituent.Affairs@ltgov.state.tx.us
3. Send a free fax (https://faxzero.com/) to Lt. Gov. Patrick: (512) 463-8668
4. Tweet Lt. Gov. Patrick: @DanPatrick and @LtGovTX
You can choose one method or all four. Just remember to be professional and courteous—being rude or confrontational will only hurt our cause.

...Texas House Relaxes Airport Laws For Gun Owners
You’re in line for the TSA. You’re rushed. You forget to remove the handgun from your hip. Soon, you may not get in trouble.
A bill that passed the house on Thursday would forgive concealed handgun license holders for such lapses. Republican Rep. Drew Springer’s measure would protect a licensee from being arrested if he or she is caught in security with a handgun and immediately leaves the area.
The offense is currently a state felony.
In 2013, Rep. Drew Darby was arrested in Austin after officers found a loaded pistol in his carry-on luggage that he said he’d forgotten about.
In the Lone Star State, it seems almost as common for travelers in airport security lines to forget they are carrying a handgun as it is for them to fail to take off their belts or shoes; Texas leads the U.S. in gun confiscations in airport security checks. These confiscations spiked 25 percent last year; the Transportation Safety Administration confiscated 2,212 guns at airports in 2014, including 350-plus in Texas.
Springer’s bill now heads to the Senate.
